A FAMILY of five will be forced to leave the island after losing an appeal against the Housing Department's refusal to reconsider an application for a compassionate licence.

The Royal Court rejected John and Helen Carr's argument that the decision was unreasonable.

Mr and Mrs Carr moved to Guernsey with their three children in 2006. Mr Carr took up a teaching post at the College of Further Education, for which he was granted a five-year licence.

Crown Advocate Rupert Sewards, representing the Housing Department, said that, under the law, the department had no obligation to reconsider the request for a licence unless there had been a significant change in circumstances.

Deputy Bailiff Richard Collas, presiding, said the full reasons for the Royal Court's decision would be published in due course.
