KERBSIDE recycling rounds should begin at the end of 2013, but it is not yet clear when the scheme will become island-wide, Public Services minister Paul Luxon has said.

He was responding to news that recycling rates have remained static, at between 45% and 46%, for the last two years - short of the department's 50% target.

'It has stalled in the late-40s and we shouldn't beat ourselves up over that,' Deputy Luxon, pictured, said.

'We should be very pleased with that high level.'

But with recycling targets of 60% of household waste by 2018 and 70% by 2025, he accepted more needed to be done and said educating the public into recycling more was one way to increase the rate.
