The committee yesterday released its report on the saga stating its panel was not clear what the overriding reason was for non-disclosure.
It said the secrecy 'reinforced the view' of a continuing culture for non-disclosure among the Home Department and its advisers.
And it also criticised the department for exposing the chief of police to political criticism.
The committee also added that despite criticism of the way it handled the AFR issue, Home concluded that it would do nothing differently. It said the department had 'learnt no lessons'.
