A JUDGE has labelled the actions of a 52-year-old man caught fly-tipping as 'environmental hooliganism'.

In the Magistrate's Court, Judge Cherry McMillen said Skaidris Kaugars' behaviour had been 'shocking and appalling'.

Mr Kaugars had been filmed on CCTV when he dumped a television set along a pavement in Petites Fontaines, St Peter Port, on 18 January.

Mr Kaugars, of Castelview, 19, Hauteville, St Peter Port, admitted the offence. He apologised to the court.

was fined £500 and ordered to pay £118.30 to the St Peter Port constables.
