The document was published yesterday after former T&R board member Deputy Garry Collins accused the department of a culture of secrecy.

Minister Gavin St Pier, pictured, said department members had decided to release the SAP computer system review following a board meeting because 'there was nothing to hide'.

Failings listed in the April review included under-estimating the resources needed to address the post go-live issues, winding down the project team after the go-live date in January, problems with the electronic purchase to pay processes and a backlog of invoices.

Independent reviewers, ACK Management Consulting Ltd, made 13 recommendations – six listed as critical. 'The States of Guernsey underestimated the extent and time-frame of the changes,' the report states.
