Most asked said it would be unfair to target those who were paid more.

A public consultation into personal tax, pensions and benefits showed mixed responses for introducing different tax rates. Banding – a method commonly used in other jurisdictions – was ranked second out of three ways that the tax system could be modified while remaining revenue neutral for the States.

The report highlighted concerns that it could damage the island's competitive position in attracting and recruiting firms and highly skilled professionals.
