States Review Committee vice-chairman Matt Fallaize has confirmed that it will lay two alternative options before the States – one being a cabinet system similar to that found in Jersey and the UK and the other a significantly changed consensus committee structure.

Deputy Fallaize said the committee was also reviewing the number of deputies and departments as part of the potential overhaul.

He believed the current system of government was a mismatch of systems, hindering the States and its day-to-day decision-making.

'We are proposing significant change. The present system, to an extent, is a hybrid,' he said.

'I have thought for a number of years now that the present system makes leadership, scrutiny and policy-making much more difficult and complicated. It is much more difficult than it needs to be. I think we can simplify decision-making quite considerably.'
