Purchasing cards: Treasury has no idea how many staff have them

TREASURY has no idea how many purchasing cards have been given to States employees it admitted yesterday in the wake of a court case highlighting lax financial controls at the Health department.

T&R requested information at the end of last year from every department detailing which members of staff had access to States funds by way of debit cards.

Treasury's request came just a matter of weeks before former Sunnybrook Residential Home care worker Carolyn Hulbert was found guilty of fraudulently using an HSSD purchasing card to buy goods for herself worth £725.

Following Hulbert's conviction, Treasury yesterday announced plans to review this year the States-wide use of purchasing cards because of concerns – raised during the court case – about the control, management and scrutiny of them.

There is no central register of States employees with cards – responsibility for authorising them currently rests with individual departments.

Despite the fraud being carried out by one of its staff, Health and Social Services yesterday failed to answer questions about its scrutiny of employees' spending on cards. It also refused to provide details on how many staff have them.
