Members threw out a Deputy Mike Hadley led requete by 27 votes to 18.
Deputy Hadley wanted a system introduced for the 2016 general election that would have meant all deputies being elected in an island-wide vote.
Members had earlier rejected an attempt by Deputy John Gollop to have a quarter of the States elected island-wide.
