Deputy Kevin Stewart, pictured, who also described Environment as the 'prevention of business department' at last night's IoD debate, said he was hugely disappointed that the production of new development plans – the island's overarching planning policy – had been delayed.

'It's holding back not just economic development but housing too,' he said.

'I think that we now have to move the planning situation forward. It's going to hold back the economy. It's crazy on an island of just 25 square miles to have these fallow assets sat there not contributing to the economy. We have to look at a way to short-circuit this system – it's beyond a joke.'

He added that he and Chief Minister Jonathan Le Tocq were working on something 'radical' to speed up the process.
