Deputies this morning supported a sursis, laid by Environment minister Yvonne Burford, pictured, by 26 votes to 18.
The delay will allow the department to properly consider amendments to its First Registration Tax proposals.
The sursis followed intense public pressure from campaigners who took part in an 'Enough is Enough' protest last month and the Guernsey Motor Trades Association.
The ordinance for the tax will now be debated at the end of January.
