An announcement as to which has won is expected around the beginning of the new year, a spokeswoman said.

Following the pre-qualification process, invitations to tender and full tender packs were issued to four companies, she said.

Tenders were received from three companies.

Bids were required against different scenarios with an option to submit variant bids. In total, the States received 12 bids for evaluation.

'Following initial evaluation of bids received we have followed the process outlined from the start and invited the best two bidders to submit their Best And Final Offers (BAFO). This is the state the tender is now at,' she said.

'Best And Final Offers have been received from the two remaining tenderers.

'Each tenderer has submitted a number of bids and the Environment Department is evaluating those bids.'

The spokeswoman also stated there had been 'some slippage' on timescale but that the intention was still to move beyond the tender evaluation process by the end of the year.
