Deputy Yvonne Burford was speaking after critics declared a softening of the controversial vehicle taxes as a sign that the department's road transport strategy was 'disintegrating'.
The amendment, designed to have less impact on family-sized cars, will be debated in January and, if approved, come with a revenue loss of £1.6m.
When asked how the department would fund its strategy if the charges fell through, Deputy Burford said: 'We'd have to go back and look at it again, if it came to that.
'But I'm confident it will go through.
'But I think amongst the general public there is support.'
