Treasury against plans to tax private parking

The department will ask deputies to throw out the idea of introducing a benefit in kind charging system or a workplace parking levy next month.

After being directed to investigate the regimes as part of the transport strategy, it said any scheme would be too complex, was likely to incur high administrative costs and there was no certainty over how much revenue it would bring in.

It would be unreasonable to recommend such a tax, it added.

The Policy Council has unanimously supported Treasury's stance and the Environment Department said it would back the recommendation.

Benefit in kind was first raised as an issue 'in the interest of fairness' over the paid parking proposals. Many islanders felt that if long-term paid parking was introduced, those with private spaces should also have to pay a fee.
