In a statement the department said it had planned to sign the new deal, which could see the new operator receive an annual subsidy of £4.4m. for a radically improved service, tomorrow.
But because deputies voted against the controversial width an emissions charges during yesterday's States debate, Environment said the contract signing would be put on hold until it had met with Treasury to discuss a new funding mechanism for the changes.
It said this meeting would take place next week.
