Minister Paul Luxon, pictured, has stressed how important it is to involve these bodies at an early stage of policy-making, something that has been echoed by chief officer Dr Carol Tozer.

'It really matters to the board, to me as chief officer, that we don't just get the third sector in at the end,' said Dr Tozer.

'We do have to recognise they have valuable expertise to help us scope the design as well as delivery of our social services.'

Talks have taken place about developing a therapeutic fostering service, something that could help reduce the number of children sent off-island.

Currently, there are 11 looked-after children placed in residential establishments in the UK.

One placement signed off a month ago will cost £258,000 a year.
