The present system limits the number of full-time primary care doctors to 42, which an issue that has been criticised by the Channel Islands Competition and Regulatory Authority since 2012 and acknowledged as an issue by HSSD minister Paul Luxon.

The proposals, if approved, could mean that fees would become more competitive and would give patients more choice of which GPs and practices they wish to use.

'This manpower cap currently operates on a "one out, one in" basis, which means the GP practices in effect control all the available slots for general practice and thus prevent the entry of new practices/practitioners into the market.'
