Population Steering Group chairman Paul Luxon was pleased.

'The Policy Council is delighted members were so supportive, it was a very interesting debate,' he said.

'The approved amendments absolutely reflect the involvement from the community and the feedback we've had.

'I hope the proposals will now give us the ability going forward to manage the size of the island's population, which is something we've never had before – we've never had the right levers or mechanisms to allow us to do that, but we will have the ability going forward.'
