'Landowners not taxpayers will help fund new homes'

PROPOSED rules stipulating affordable housing will result in landowners rather than taxpayers helping to fund new properties, Guernsey Housing Association chief executive Steve Williams has said.

The Island Development Plan has disappointed some builders and developers after it included ideas to force any development involving five properties or more to provide affordable housing.

That could vary from between 20% and 30% of the land either having to be handed to the States or developers having to build the properties and sell them to the States at cost.

Mr Williams said he was not surprised by the worry.

'Change always alarms people,' he said.

'But it's been done for many years in the UK, and has provided a lot of affordable housing.'
