Forced States intervention is looming over the long-standing dispute over the L'Ancresse golf course lease, as Culture and Leisure draws up its own last-ditch and confidential proposals.

The contents of the department's imminent policy letter is unknown, but it is expected to be taken to the March States meeting, so the matter can be dealt with before the next States term.

Culture and Leisure minister Deputy Mike O'Hara said while he could not reveal the currently confidential content of its report, he hoped agreement between the two parties could be found.

'I'm aware further discussions have taken place and hopefully these discussions will come to a satisfactory conclusion,' he said.

'That is all the department ever wanted from day one.'
