Transferable vote could be used to determine IWV winner

MULTIPLE options for island-wide voting could be put to the public when the much-anticipated referendum is held, in a vote that islanders have been promised will be conclusive.

Proposals are being discussed by the States' Assembly and Constitution Committee, and a multi-option ballot could include full island-wide voting and keeping the status quo, as well as other potential alternative models.

This could include staggered elections for island-wide voting so a third are elected every two years and few larger districts than the current system.

The States' Assembly and Constitution Committee is still discussing the idea, as it considers what proposals it will bring back to the States next year, but the reports sparked concerns over its complexity and how it might work.

Reservations have also been voiced about whether the result would be clear-cut, but Sacc president Matt Fallaize said a single transferable vote system would ensure a clear majority was found.

The single transferable vote system would see voters rank the options from, for example, one to four, and the counting system ensures one option comes out on top eventually, if a clear majority is not secured straightaway.

'You would end up with one option that has very clear support from the electorate,' he said.
