On the day she celebrated her 19th birthday, a successful amendment to the Island Development Plan made that cafe more likely.

Mr Brouard, has seen previous applications rebuffed due to the site's designation as horticultural. A resounding vote on Thursday in favour of the amendment proposing the site's redesignation as retail gives him the chance to apply for planning permission.

Mr Brouard said he was 'over the moon' to see the amendment passed.

'It was excellent to see such a vast majority of the States of Deliberation vote in favour of it,' he said.

'There is a lot of relief after all these years of trying to open a cafe here and hopefully now the States will carry it through by the end of April, or before that.

'I didn't sleep much that night and we were celebrating my granddaughter's 19th birthday in the evening.

'I have been saying to her about giving her a job in the cafe since she was about 10 years old.
