States Assembly and Constitution Committee president Matt Fallaize updated members on progress it was making for a referendum on electrical reform.
It will propose five options going to the public to vote on through a system of preferential, transferable voting.
Turnout would have to exceed 40% for the result to effectively be binding on the States, under its plans.
Of the cost, around £60,000 will be on promotion.
Last term there was a prediction that a referendum could cost £450,000 if a new electoral roll was created.
