Merrien, who has been the island champion for two years, took an early lead but Harding fought well and won four ends in a row for a 13-12 advantage.
After some mixed scoring, the match was tied after 23 ends, but Merrien could not find her championship form as Harding took five of the last seven ends for a 21-17 victory.
In the final she will play Eunice Trebert who came out on top of a see-saw battle with Wilma Le Feuvre in their semi-final, 21-19.
The island men 's champion Gary Pitschou has made it through to another Elliott Singles final and maintain his hopes of a third successive trip to the Champion of Champions competition.
Don Batiste started well in their semi-final, drawing excellently, but the highly-skilled Pitschou went into another gear, making one full house, four threes and two twos as he secured a 21-6 victory.
In the final he will face Matt Le Ber who was the 21-13 victor in a good battle with Sid Le Maitre.
Le Ber also reached two other premium finals.
He and Dan de la Mare overcame a slow start against Charles Browning and John Martel to produce some super bowls and with it several high counts to triumph 33-14 in the Travers Pairs, finishing two ends early.
Derek Barlow and Richard Nash will be their opponents after they came through a very close game with Michael Cleal and Don Batiste 23-21.
And Le Ber was part of the Falcons team that won their last four game against Optimists in the Sandeman Fours 24-20. In that final they will face the Brats.
There was some consolation for Alison Merrien in the GWBA semi-finals as she reached two finals - the Woodhard Triples and the Nicole Mixed Pairs with husband Ian.
