In a nip-and-tuck final which saw Mills in receipt of one shot, at the fourth, the youngster found himself one down after 14 having earlier been two ahead.
The 15th was halved in birdies and Mills added another three at the 16th to square the match.
It stayed that way through the final two holes and the first sudden-death hole, but at the second second time around, Mills got his four with the aid of a stone-dead chip from short left of the green, while Graham failed to get up and down from 20 yards short of the putting surface, the more experienced player failing to hole a 15ft putt to keep the match alive.
Mills reckoned the two had played fairly well in the wet conditions.
'I think I was about three over with two doubles,' he said.
