THE company behind the Leale's Yard redevelopment has expressed disappointment that the 'goalposts' might be moved on the potential size of the retail park 'this late in the day'.

Co-op chief executive Jim Hopley (pictured) responded yesterday after the publication of a Commerce and Employment-commissioned report on the retail industry.

'Having had detailed negotiations with Environment over a number of years and the planning application going in last year, this is awfully late in the day to move the goalposts,' he said.

The Roger Tym and Partners study will be used to help the department develop an 'overarching strategy' for the sector.
