Chief executive Jim Hopley said the latest move by Chamber appeared to be nothing more than clumsy stalling tactics from those trying to protect their own interests above those of the consumer.
Chamber and the Guernsey Retail Forum commissioned a report by real estate consultants DTZ in response to a study produced by Commerce and Employment that reviewed the island's retail market, following the Co-op's development proposals.
The company's plans include new homes, 815 parking spaces and 14,000sq. m. of retail space, but DTZ said that going ahead with the development would mean shop closures across the island.
