General Purposes and Advisory Committee chairman Charles Maitland (pictured) provided the clarification at Chief Pleas yesterday.
In its report, the committee had recommended approaching the Ministry of Justice to find out if a private transaction could take place.
That followed the release of correspondence which revealed that Sir David Barclay had offered to buy the fief and Seigneur's title for £1m.
