Dave Jones said the housing licence system was not responsible for those results.
But when asked whether the expiry of five-year licences could disrupt the continuity of teaching, he said every States department and company in the island had its business disrupted. 'That's the nature of having to control vast numbers of people settling into Guernsey.'
Deputy Jones (pictured) said the policy limiting the length of most essential licences to five years had been in place for about 30 years and there was no evidence to suggest a correlation with the past three years' exam results at the high schools.
