Steve Williams (pictured) said R. G. Falla Ltd had been selected as the contractor to construct the 12 ground floor and 12 first floor flats in St Martin's.
The extra properties will be developed on land that belonged to Edgbaston Vinery.
According to figures compiled by Unusualities of Guernsey, the sale was for £407,550.
Mr Williams said the restrictive planning policy under the Rural Area Plan – where the building of homes was permitted only to finish social housing developments – meant that the land cost significantly less than if it had full residential value.
