He replaces Deputy Carol Steer who resigned in the wake of the Mulkerrin review.
Deputy Sillars, pictured, secured 26 votes beating off competition from Allister Langlois who got 13 and Deputy Jenny Tasker who received six.
There were two spoilt papers.
