The airline has applied to remove a condition of its licence that restricts it to selling just 10% of its tickets to inter-island passengers on its triangular services to Birmingham or Exeter.
It has warned that if the application is unsuccessful, there could be a potential impact on the frequency of services to Exeter and Birmingham.
It is the second time the company has applied for the restriction to be lifted – in 2009, the bid was rejected by Commerce and Employment.
At that time, the airline labelled the decision 'perverse'.
