More than 100 forms were filled out at Frossard House, but people could also enrol at the Guille-Alles Library and the Royal Court.
Hundreds of applications were also processed online, bringing the total to nearly 30,000.
Retired grower Leslie Le Poidevin said he was anxious he would not be able to enrol in time because he was off island.
'I am really happy I am in time. I was so desperate to get back to Guernsey just so I could get on the register,' the 86-year-old said.
