Commerce and Employment minister Carla McNulty Bauer, pictured, made her shock announcement after arguing that there should be fewer departments.
She urged any ministers sitting on the committee that will review the system of government to contribute corporate and 'not just fight their corner'
'We have gone a long way in the last few years and still have a long way to go,' she said.
Deputy McNulty Bauer was only recently elected as chairman of the States Strategic Plan to take over from Treasury minister Charles Parkinson, who announced his intention to not stand some months ago.
St Sampson's representative Sam Maindonald also indicated that she would not run in the next election.
Four members of the Policy Council have now confirmed they will stand down – Deputies McNulty Bauer, Parkinson, Geoff Mahy and Peter Sirett.
