IMPLEMENTING recommendations from the Mulkerrin Report is a great opportunity for the Education Department to get the service back on track, the new chief officer Jon Buckland said.

Speaking at a press conference yesterday Mr Buckland, pictured, said putting 49 actions, derived from the report, into practice was the way forward.

The department's recommendations and conclusions include:

  • School committees could be scrapped in favour of governing bodies.

  • Head teachers will have a larger role in the recruitment of staff in future, but will not have total control.

  • Despite having merits, it would be too difficult to introduce an 'excellent teacher scheme' due to the constraints of the Housing Control Law.

  • The time taken for the 11-plus examination process is likely to be streamlined.

  • A 'Guernsey' version of local management of schools will be introduced.
