While the civil servants recommended the application's approval, the Environment Department political board – deputies Peter Sirett, Jenny Tasker, Barry Paint, Janine Le Sauvage and Jack Honeybill – all voted against.
The Convent of Mercy had hoped to convert the chapel on the site to a dwelling, erect a three-storey building forming six apartments and build eight two-bedroom houses, with access road and parking.
Nearly 40 letters of concern were sent to the department following publication of the planning notice.
Three people spoke out against the development at a public planning meeting at Beau Sejour while two speakers were in favour.
