Keith Barker's human rights were breached when he was ordered by a States committee to remove breeze blocks he had laid to protect his property from cars and pedestrians, the Alderney Court ruled.
Jurats branded the island's General Services Committee's actions 'illegal', 'irrational' and an 'unreasonable exercise of its powers'.
Speaking after the result, Mr Barker said he was relieved his eight-year struggle to restore a roadside boundary to his garden was finally concluded.
