Denis Mulkerrin, pictured, who conducted reviews of secondary and primary education as part of the department's emergency response following the saga, was delighted that the island's poor performing schools had turned a corner.

The department initially refused to disclose island results last year in comparison with the UK benchmark of 35% of pupils achieving five GCSEs at grade C and above, including maths and English.

When the figures were finally revealed it showed St Sampson's had achieved only a 20.5% and La Mare de Carteret an 11.5% pass rate.

Mr Mulkerrin said that accountability, which led to the resignation of then minister Carol Steere, had been the turning point.
