Owner Ramle Rocks Ltd has applied for outline planning permission for the new build.
Lovell Ozanne architect Andrew Merrett said in the application that funding for the redevelopment was conditional on also being allowed to build a luxury house on the eastern edge of the site.
'The residential unit is essential to the viability of the scheme, as it will increase the value of the property,' he said.
The hotel - with 44-bedrooms over four floors, as well as a spa, restaurant and bar - would be built behind and above the proposed luxury house, so it would not have its views interrupted.
