Planners had recommended that the board accept the proposals, but the politicians voted against by three to one.
The decision left Jeremy Rihoy, applicant and director of the development company, aghast.
'I am not pleased. The decision came as a surprise. I am not sure if we will modify the plans, but we will appeal the decision,' he said.
The plans were turned down on the basis that they did not fit with the area and too many similar developments had been allowed to take place, with detrimental impact.
FOUR derelict houses will remain in the Vale Avenue after permission to have them demolished was refused. Guernsey Electricity had applied to knock down the properties and put up a 2m.-high close-boarded fence on the boundary. However, at the meeting yesterday the Environment board unanimously agreed with the recommendation of the planners that the homes should remain.
