Karyn Torode, 53, has lived in a property on the complex, near Admiral Park, for three years.
She said skateboarders were there every day between noon and 2pm and between 4pm and 7pm.
'They are a real menace,' she said.
'I have to tell friends and family to ring up to me, so I know to open the door to them.'
The site is administered by the Guernsey Housing Association.
Chief executive Steve Williams said there was a minor problem with skateboarders, but there was little they could do.
