Major changes designed to improve how the States works were released on Monday.

Under the proposals the current committee-based model would be significantly restructured after an investigation found it does not provide effective leadership or accountability and is too slow to deliver changes.

The Policy Council and Treasury and Resources would be scrapped in favour of a senior five-person committee which would be responsible for both coordinating policy and expenditure.
