Education 'too focused' on opening date – T&R
THE La Mare de Carteret schools project has been too focused on hitting an 'arbitrary opening date' instead of addressing its risks and concerns, the Treasury and Resources Department has said.
In the latest chapter of the rebuild stand-off, the department said it planned to call on the States' internal audit department to review the processes undertaken to progress the project in order to learn lessons and change them for future projects if necessary.
'It's clear that the La Mare de Carteret project has been focused on achieving a pre-determined arbitrary school's opening date of September 2017, it said.
'In trying to cooperate with Education to achieve this date, Treasury and Resources has allowed Education to progress on developing its design and progressing the project without fully addressing the risks and concerns highlighted by the reviewers.
'Treasury and Resources will in future insist that all projects avoid setting unrealistic timelines which limit the time available to fully consider all the risks and the available options to deliver
the most effective solution to fulfil the need.
'Departments will need to spend more time identifying benefits and the costs to avoid overdesign, underestimating the costs and overestimating the benefits.'
