Everything from the number of secondary schools, how much money is given to the colleges, what should happen with post-16 education and the 11-plus are up for debate and minister Robert Sillars said the department wanted to hear from as many people as possible.

Nothing had been decided upon and the board had no particular feelings one way or the other, he said.

'We have been called the worst States ever, but this is about talking to the population and getting them involved in some major decision-making,' said Deputy Sillars.

'Before, we have engaged in what has been called "announce and defend", but this has got to be a better way.

'This is not about a five- or 10-year change, this is a generational change and it is absolutely important to get the whole island involved. We, as a board, have not made a decision on anything.
