Request for cost breakdowns refused by Public Services

A REQUEST for a full breakdown of the final costs of the multi-million pound airport and harbour projects has been rejected by Public Services.

The department denied the request from the Guernsey Press, under the Access to Public Information Code, stating that major projects often had elements of costs still to be finalised and other matters outstanding.

For both projects PSD cited an 'exemption' on the basis it was information that 'will soon be published' and said there would be post-implementation reviews.

The Guernsey Press asked for the cost breakdown for the Airport2040 Project and the refurbishment of the freight handling facilities at St Peter Port Harbour, and for an explanation for variances from the original costs. Both projects were completed last year and said to be 'on budget'.

'It is acknowledged that for such long-term projects the time taken until completion and final accounts is far from ideal from the media's perspective,' said PSD.

'Some reassurance has therefore been provided that the projects remain within budget, and the department intends to provide overall cost information when the accounts are finalised on project completion (as opposed to construction or contractual completion).
