The review has been jointly commissioned by Guernsey's Committee for Health & Social Care and Policy and Finance in Alderney.
It is also set to address the resolution made by the States in February to review the financial relationship between Guernsey and Alderney, with regard to health and social care services.
Policy and Finance chairman Robert McDowall said: 'Engagement with the people of Alderney is vital to the success of this project.'
