He made the comments after a Scrutiny hearing touched on the cost of maintaining Alderney’s breakwater.
The States has spent £23m. in 30 years on repairs.
Environment president Deputy Barry Brehaut said at the hearing that the level of investment on Alderney’s Victorian Breakwater – some £400,000 per year – was ‘something of a folly’.
Mr McKinley said it was vital that Guernsey continued to maintain the structure’s entire length.
‘I was a little surprised about some of the comments Deputy Brehaut made, talking about the breakwater as a folly.
‘I think that the breakwater is one of the most essential parts of our infrastructure here in Alderney.'
