It would have cost around £700,000 to get consultants to draw up a business case, something business groups had lobbied strongly in favour of.

After some nine hours of debate, members rejected the option by 20 to 19.

But they also voted against a proposition which recommended that no further work was carried out to assess the business case for extending the airport runway outside its current boundaries by 20 to 15 with two abstentions.

It led Deputy John Gollop to say on Twitter: 'What a fiasco after 2 days of angry grandstanding debate! No vote 2dump the runway option but no positive vote to proceed either! But near universal support for report on sealinks after it was argued Reports bring nothing to table.'

Members backed spending £400,000 to work on contingency options for the island's sea links.
