Nomination for new chairman of the GFSC

THE Guernsey Financial Services Commission is set to have a new chairman at the end of this year, with Julian Winser being put forward for the post.

Current chairman Dr Cees Schrauwers is due to retire on 30 December.

The Policy & Resources Committee and the commission have recommended Mr Winser join the commission, with a three-year term from 1 June, and to be the next chairman from 31 December.

His nomination follows an open recruitment exercise, which began in December.

Mr Winser has a history of working in investment banking.

Between 2005 and 2020 he was chief executive officer of Schroders offshore private client business based in Guernsey and responsible for the Channel Islands, Gibraltar, Malta and Bermuda, while also being part of the team managing Cazenove Capital Worldwide.

Deputy Mark Helyar leads on finance sector and regulatory matters for P&R.

He said he was delighted with the nomination.

‘This is a critical position for the regulation of the island’s most important industry at an important moment, and I am confident that he will take the commission forward in a manner which protects and enhances our regulatory regime,’ he said.

It is intended that Mr Winser’s nomination will be placed before the States at its May meeting.
