Plans for 19 homes in Route Militaire

A CLOS of 19 homes could be built behind houses on Route Militaire, if planning permission is granted.

An application from Rosaire Properties Limited has been submitted for work behind several homes on the eastern side of the road.

It follows a development framework being agreed in 2020, which suggested that up to 35 homes could be built on the 0.95 hectares site, which runs behind nine properties, and butts onto the unused traffic lights intended for the data park in the north.

This application only covers half of that land, and would run behind the five houses at the southern end of the development framework site.

Rosaire Properties bought Le Four Banal for £731,500 in 2016, and has subsequently bought two parcels of land on Route Militaire – one for £320,000 in 2021 and the other for £210,000 in 2022.

A7 Design drew up the plans and in the application Andre Rolfe-Bisson, from the company, said his clients had bought land behind Beverley and Grove Cottage, and this would form part of a first phase of development, leaving open the possibility to develop the rest of the site in future, if the land became available.

Access is between Le Four Banal and Grove Cottage and would go into a clos with 12 two-bed homes and seven three-bed homes.

‘All of the properties will be two storeys – which is considered an appropriate scale considering both the site and surrounding area – and have been designed to be dual aspect to maximise solar gain and to reduce energy demand,’ said Mr Rolfe-Bisson in the application.

The development would have a terrace of four houses, seven pairs of semi-detached houses and one detached dwelling.

The properties would have gardens, and parking for a car outside each home. There would also be seven parking spaces at the end of the clos, and the properties would also have garages.

The site backs on to land known as the Guernsey Data Park, which is designated as a key industrial area. The land was bought by the Guernsey Housing Association last year for £4.75m., and there have been hopes to have that land re-zoned for housing.

As that land is currently industrial, A7 has taken that into account, positioning the proposed homes on that side of the site to minimise any potential harm.

‘A separation distance of 12m is maintained and as part of the proposal for full permission a landscaping scheme is included that would further reduce any harm,’ Mr Rolfe-Bisson.

‘A fence adjacent to the east boundary will be provided with individual gateways to enable the property owners to enjoy and maintain their section of the douit.’

The plans note that a space at the eastern side of the site, which can be seen from Route Militaire, had been put aside for public art. The application includes no details about what this could be at this stage.
